The state House has approved House Bill 2513 Wednesday and sent it to the governor's desk.
The legislation would end the requirement for patrons to buy food in order to purchase alcohol and remove the ban on bar service.
The measure would also set the minimum capacity for restaurants and bars at 50% with the option to increase capacity if social distancing guidelines are met.
A spokesperson for governor Wolf says he plans to veto the bill.
